    Job Description

    GIZ International Services is part of the shortlist for the European Union tender for the Program "Technical Assistance for Institutional Strengthening of National Governance Entities for Environmental and Forestry Governance in Paraguay". The overall objective of the project is to contribute to building a green and resilient economy in Paraguay, focusing on reducing the incidence and extent of extreme forest fires.

    It is expected to raise awareness, skills, technical capacities, and technology of national and local authorities to prevent and manage forest fires.

    Your Tasks

    The specialist will be responsible for tasks related to environmental governance and sustainability. The office will be based at the Ministry of Environment and Sustainable Development (MADES).

    Your Profile

    Qualifications and Skills

    • A university degree in environmental sciences, natural sciences, ecology, ecosystem conservation and restoration, forestry engineering, or directly related environmental disciplines.
    • A master's degree in Protected Area Governance, Forest Restoration, Biodiversity and Ecosystem Management, Wilderness Areas and Nature Conservation, or similar, or equivalent demonstrable professional experience of at least 3 years in these sectors. These equivalent years are not part of the required years for general professional experience or specific professional experience.
    • Additional training (master's degree, postgraduate, or other) in the aforementioned areas will be positively considered.

    General Professional Experience:

    • Minimum 10 years of professional experience in environmental governance and sustainability activities, protection of natural capital, and related fields.
    • Professional experience in Latin America in the areas covered by the contract will be positively considered.

    Specific Professional Experience:

    • Minimum 5 years of experience in implementing forest restoration projects, managing protected wilderness areas, or land management in public or private entities, preferably with an international focus.
    • Oral and written proficiency in Spanish (native or C2 level).
    • Knowledge of English will be positively considered.
    • Work experiences will be positively valued in:
      • designing and/or managing programs for the protection and conservation of natural capital;
      • designing and/or managing financial sustainability mechanisms for protected areas.

    Location Information


    The location of actions and service provisions is Paraguay, Greater Asunción.

    Start Date and Execution Period

    The planned start date is March 1, 2024.

    The initial contract execution period will be 48 months from this date.


    A CV in EuropeAid/European Commission format in Spanish is required. This is a competitive tender by the European Union.
